Ellinas, a two-time race winner in FR3.5 in 2015, narrowly edged Day 2 pacesetter Tom Dillmann in the morning session.
And while the Frenchman went quickest in the afternoon, bettering his earlier time, he still came up less than a tenth short of the Cypriot's benchmark.
With the more experienced drivers taking centre stage throughout the final day, Kevin Jorg shone as the best of the rookies, placing third in the morning and second in the afternoon on his return to the Czech Lotus squad.
Carlin's Dean Stoneman was 0.001s off Jorg in the first session, while Egor Orudzhev was fifth, heading Alfonso Celis and second-best rookie Louis Deletraz.
In the afternoon, Jake Hughes followed Jorg in third place, ahead of Ellinas and Stoneman.
GP3's Jimmy Eriksson, joining Orudzhev at Arden on Day 3, ended the day 11th overall, a spot behind returning Red Bull junior Callum Ilott.
