The 24-year-old Frenchman joined the GP2 field in 2014 with Campos Racing and raced with the Spanish squad in 2015 also.
Pic finished seventh in his first season in the series, dropping down to 11th in the standings last year, and says he is targeting the title in 2016.
"I'm delighted to be joining Rapax for my third campaign in GP2 series," Pic said. "I wanted to be part of a front-running team that can challenge for the title, and Rapax has shown over the years they have the pedigree to deliver very strong results.
"They were especially competitive and consistent last year and I look forward to building on this to enjoy even more success in 2016. The decision to join Rapax was also made easier when I visited the team and could witness at first hand the great family spirit and atmosphere there was at the factory.
"With several race winners returning to the series, this year is shaping up to be another hotly contested affair but I am sure we have what it takes to achieve our goals and we'll work hard all together to make it happen."
Rapax, which ran ART-bound Sergey Sirotkin last year, finished the season in sixth place, the Russian taking victory in the Silverstone round.
