Mercedes junior Russell, along with Renault's Aitken were strongly linked to form ART's 2018 F2 line-up, and both drivers will join the French team in the test.
Fukuzumi will meanwhile drive for Arden, his likely destination next year, as reported by Motorsport.com.
The fourth and last GP3 driver to take part in the F2 test is Arjun Maini, who joins fellow Haas junior Santino Ferrucci at Trident.
While reigning Formula 3 champion Lando Norris has been announced to enter F2 with new team Carlin next year, the British team, along with Fortec and Charouz, will not take part in the Abu Dhabi test.
Norris will thus drive for Campos, the team he made his F2 debut with in the Abu Dhabi finale, along with 2016 Auto GP champion Michael Dorrbecker, who spent 2017 in NASCAR competition.
One of Norris' main rivals in F3, Maximilian Gunther will join Racing Engineering, where he will test alongside Norman Nato.
Other F3 graduates present are Ferrari protege Guan Yu Zhou with outgoing team Rapax and Tadasuke Makino with Russian Time, another team on the brink of leaving the series.
The Honda junior will be joined by Russian Time's long-time driver Artem Markelov, the highest-placed driver in the 2017 standings to take part in the test.
Markelov's former teammate Luca Ghiotto and Louis Deletraz will run with MP Motorsport, while former GP2 driver and 2017 Formula V8 3.5 frontrunner Rene Binder will drive for Rapax.
DAMS will field Nicholas Latifi, who is set to stay with the team for 2018, and Alexander Albon, as the Arden line-up is completed by Ralph Boschung.
Nyck de Vries and Sean Gelael will both drive for Prema as the duo has already been announced to be with the squad next year.

Ferrari junior Callum Ilott and Jake Hughes lead a contingent of F3 drivers who will take part in the GP3 post-season test.
Both aforementioned Britons will drive for ART, along with Hughes' Hitech teammate Nikita Mazepin.
The French squad's line-up for day one is completed by Tatiana Calderon, who has already tackled two seasons in GP3, before Gabriel Aubry joins for the remaining two days.
Trident is the only other team to field fourth drivers, with Giuliano Alesi and Ryan Tveter returning after spending the season with the Italian outfit.
Alessio Lorandi, who drove for Jenzer, and F3 podium finisher Pedro Piquet complete the Trident line-up.
Two other F3 graduates, Jehan Daruvala and Ferdinand Habsburg, will drive for Arden, along with Eurocup Formula Renault runner-up Will Palmer.
Juan Manuel Correa continues with Jenzer as Italian F4 runner-up Job van Uitert and F3 regular David Beckmann also join up with the Swiss outfit. Calderon will run for the Italian team on day two.
Campos welcomes Leonardo Pulcini, Thiago Vivacqua and Simo Laaksonen.
