Fukuzumi’s best lap, a 1m33.685s, was set just under an hour into the afternoon session and put him 0.435s clear of his ART team-mate Anthoine Hubert.
Jenzer Motorsport’s Arjun Maini, who had been quickest after the wet-to-dry morning session, ended up in third place, 0.775s adrift of Fukuzumi’s best time of the day.
Mercedes Formula 1 junior driver George Russell - the 2014 BRDC Formula 4 champion and McLaren Autosport BRDC Award winner - finished the day in fourth place, ahead of Alessio Lorandi in the second Jenzer machine.
Giuliano Alesi and Kevin Jorg finished sixth and seventh for Trident, with Jack Aitken eighth for ART.
Italian F4 champion Marcos Siebert finished ninth for Campos Racing, which has so far only confirmed Julien Falchero in its line-up for the 2017 season, as Santino Ferrucci rounded out the top ten for DAMS.
After much of the morning running was lost while the track tried out, three red flags - caused by Leonardo Pulcini, Dorian Boccolacci and Russell stopping on-track - disrupted the afternoon session.
