Having started second on the grid, Albon had a better getaway than reverse-grid polesitter Arjun Maini and took the lead coming into Turn 1.
An incident on the main straight brought the safety car on track almost immediately when Akash Nandy made contact with Nyck de Vries.
With the rear wing of the Jenzer car falling off, Nandy spun into the fence and rolled several times. The Malaysian walked away from the accident.
While Albon and Maini had good restarts, third-placed Charles Leclerc got a small tap from Ralph Boschung at the penultimate turn.
Both continued to run with Boschung going side-by-side with Leclerc into the final corner, only to receive a hit himself.
Boschung dropped down to eighth as a result, before receiving a drive-through penalty, but Leclerc managed to stay in third and closed in on Maini in just one lap.
Despite staying close for the first couple of laps, Maini eventually fell more than a second behind Albon - and with Leclerc likewise dropping off after a big lock-up, the top three completed the race in an unchanged order.
Jack Aitken, who gained four places at the start and another after Boschung's incident, took his best GP3 result in fourth.
Nirei Fukuzumi brought a third ART car into the to top five with Race 1 winner Matt Parry taking sixth.
Matevos Isaakyan and Kevin Jorg took the final point-scoring positions ahead of Ferrari's Antonio Fuoco and Haas protege Santino Ferrucci.
UPDATE: Aitken was handed a five-second time penalty for causing a collision with Boschung.
