Although Parry had a sluggish getaway and Antonio Fuoco went side-by-side with him into Turn 1, the Italian was forced to take the outside line and slotted in to second as a result.
Parry then quickly pulled away to lead by more than a second, with Fuoco also having a safe gap over Jake Dennis, who in turn had to defend from Nirei Fukuzumi.
With the gap stagnating at around two seconds, Parry took the chequered flag in first, the Welshman securing his maiden win in the series.
Fuoco made it home in second, with Dennis completing the podium as Fukuzumi never managed to make an overtaking attempt.
The Japanese driver was closely followed by Ralph Boschung and two fellow ART drivers in Charles Leclerc and Alex Albon.
Arjun Maini held on to eighth and reverse-grid pole, having withstood race-long pressure from Jack Aitken, who had to settle for ninth.
Leading DAMS driver Kevin Jorg, who received a warning for track limits, scored one point in 10th.
