As the lights went out, Anindith Reddy got a better getaway than polesitter Shanmugam - and was able to take the lead in the run down to turn 1.
Shanmugam, meanwhile, lost further ground to Nayan Chatterjee, slipping down to third place in the space of a few corners.
However, the Singapore-based driver took little time to get back to groove, staging a stunning recovery drive to retake the lead by the end of lap 3.
Once at front, the 18-year-old was able to extend his advantage, eventually taking a comfortable win by a margin of 5.608s.
Reddy settled for second place, with Chaterjee finishing a further 1.395s adrift in third.
Someway behind the top three runners, Alexa Bora finished fourth, with Anshul Shah and Chetan Korada classified fifth and sixth.
After a spin in qualifying, 2016 Vento Cup champion Ishaan Dodhiwala was able to climb the field to take eighth, with Angad Matharoo and Vibhav Parkar completing the top 10.
Antony George was the last of the classified finishers in 11th.
